Wednesday, 20 June The 1st City Council Candidate forum is 5:30 pm to 7:30 pm in the Civic Center Library auditorium (downstairs) 3839 N Drinkwater Blvd. Candidates invited are Allysa Robis, Bill Crawford, David Smith, Kathy Littlefield, Linda Milhaven, and Solange Whitehead.
Also on the 20 June is the first day to sign up for Parks & Recreation second summer session.
In July The Protect our Preserve Political Action Committee will submit their 33,000 plus Scottsdale voter signatures to the city clerk to confirm that the approximate valid 24,000 required has been reached. If approved then wording for the ballot question will be prepared and submitted for your consideration in November 2018. Below are the official November 6, 2016 counts.
2 July 5PM City Council will hear public comments and seek to approve a FINAL DRAFT of the Downtown/Old Town Character Area Plan. This includes adding more areas where 150 ft height is encouraged and details of long-range planning for Land Uses, Arts and Culture, Character and Design, Mobility, Economic Vitality and Public Services and Facilities.
What decisions were made recently in the city?
Crossroads East 1,000 acres owned by the AZ Land Department received rezoning Tuesday night in a 5 to 2 city council vote. Of the 11 units, number V will go to public auction potentially in August 2018. Nationwide hopes to be the successful bidder and to build and locate their headquarters, mixed-use buildings (retail and residential) and a hotel on the 135 acres adjacent to Loop 101 on the northern side between Hayden and Scottsdale Roads. The city council has been in Executive Session negotiations for many months and it wasn’t until the end of May that COGS challenged the Planning Commissioners that the Grayhawk and area property owners did not have adequate notice of the pending city council June 5th hearing nor the details of the proposed rezoning map south of their complex. The last public open house was in July 2017 and the details and terms for a higher appraisal prior to public auction had not been disclosed. AZ Land Department then held two Grayhawk location meetings (June 4th and 5th) to a disgruntled crowd. The city council meeting June 12th had a packed Kiva/city hall and 24 public speakers cited support or opposition to the rezoning bonuses of increased height and density. Downtown/Old Town Character Area Plan draft. The Planning Commissioners voted 7 to 0 to recommend approval to city council of the updated plan with the DELETION of a statement that fosters artist centers and artists-in-residence. The Arts District gallery owners objected to this unnecessary financial drain on the city and the promotion of artists-in-residents and artists centers as unfair competition. Next the city council decides.
At their June 5th Work Study session, the Councilmembers made the following suggestions and observations (action votes do not occur at Work Study):
- Eliminate Type 3 and Type 2.5 development types, [these are the increased height and density with bonuses] except for north of the canal, around the medical campus and in the Loloma/Goldwater Blvd area.
- Include the Scottsdale Stadium in the Civic Center district descriptive text
- Include provisions requiring shade and trees in the Downtown Plan.
- Use the strongest language possible to prohibit the bar and entertainment district fromfrom morphing into Old Town and other portions of Downtown.
- Return to the Council with information on the participation of the public from affected downtown neighborhoods
- Delay implementing the mobility element related to bicycles until Council considers a bike rental ordinance.
- Increase public restrooms in Downtown before providing bicycle locker and shower facilities.
- Better define the mobility element related to bicycle lockers and showers.
- Expand the definition and purpose of “New West Meets Old West.”
- Build a parking garage behind the Stagebrush Theater to add more public parking downtown
- .Reinstate the practice of holding public open meetings and receiving public comment in the public art process and add language to the plan to encourage such
- .Remove reference to artists in residence from the Downtown Plan
- .Provide additional information on the proposed festivals in public spaces.
- Put in writing that Scottsdale Road will not lose any traffic lanes.
- Better define the term “Celebration of Fine Arts"
Failed Directive: Councilman Smith made a motion to direct staff to put on the July 2nd agenda, the Downtown Plan with Type 3 development (the 150 foot allowed heights) remaining as it exists now north of the canal and around the medical campus. BUT only add it to the Loloma and Goldwater Blvd new hotel site. Councilwoman Littlefield seconded the motion, which failed 2 to 5, with Mayor Lane; Vice Mayor Phillips; and Councilmembers Klapp, Korte, and Milhaven dissenting.
Passed Directive: Vice Mayor Phillips made a motion to direct staff to bring back on July 2 the Downtown Plan recommendations as presented (this includes adding height in 3 additional areas of Downtown). Vice Mayor Korte seconded the motion, which carried 5 to 2, with Councilmembers Littlefield and Smith dissenting.
A Text Amendment to designate Type 3 and 2.5 locations in Old Town was approved 7-0 at the Planning Commission this week. These allow/designate buildings to 150 feet at the Loloma/Goldwater curve, 5th Avenue/Rose Garden area, south of Civic Center, Entertainment District area, Fashion Square, and the Hospital Medical Complex area
Sales Tax on Fine Art was approved last year to be eliminated for our Scottsdale galleries but they continue to be instructed to collect it. Councilman Smith made a motion to agendize for July 3, 2018, a presentation and discussion on the fine art tax elimination, including where it stands, what has been done, what needs to be done, and where we go from here. Councilwoman Littlefield seconded the motion, which carried 7 to 0
An Appeal was denied 6 to 1 at the Board of Adjustment on a facility 300 feet south of E. Cactus Rd on 68th PlaceThis is a family home being used for recovering alcohol and substance abuse people. CL Holdings states “…does not provide care or treatment nor administer medication…” Because the city has increased the distance required between these facilities inside residential neighborhoods from 750 ft separation to 1200 ft, this is no longer in compliance.
What new projects have been announced ?
Sands North Historic Overlay Zoning moved ahead with a May open house. The 1972 community built by E.T. Wright is a significantly unique mid-century modern architecture and homeowners want to preserve its character. They are working to achieve a change to R-4R Historic Properties. SW corner of Pima Road and Bronco Trail. Camelot Homes held a neighborhood meeting recently to get feedback on a proposed 19 acre subdivision with 13 homes—this is one more than allowed in the current R1-70 Rural Zoning. Camelot owner, Julie Hancock, said their attorney proposes to change the Rural zoning to a more density request of R1-43 Environmentally Sensitive Land, Planned Residential Development. (R1-43 ESL PRD). The area property owners are strongly opposed to rezoning and state they will support the extra lot subdivision IF Camelot Homes would keep the current zoning. They offered to send letters or sign a petition for the city council. Camelot Homes has not applied for the Pre-Application or other paper work with the city at this time. They plan to build the same models located at White Horse on Pima Road south of Pinnacle Peak Road.
What new Land Cases have been submitted?
NW corner Scottsdale Rd and Lone Mountain Road It was an intensely charged meeting as an audience of nearly 100 area property owners expressed opposition to the leap from Rural R 1-70 ESL Foothills Overlay on 5 rural acres to Commercial (C-1 ESL FO). The applicant requests to build a 600 unit Community Self Storage Facility that includes a conference room and child play area. Audience concerns included U Haul and semi-truck/moving van traffic, dangerous northbound left turn on Scottsdale Road, exterior security lights shining into barns and homes, noise from the operation, potential for crime, and other issues. Case is 239-PA-2018 This will be a Major General Plan Amendment.
9501 E Happy Valley Road-SW corner 96th/HV Road is a request to approve a preliminary plat for a 3 lot subdivision with a new street and amended development standards on a 15 acre site. The lots will be approximately 5 acres each. Case 6-PP-2018.
SE corner of 92nd Street and Union Hills Drive This 3.13 acres lies within the DC Ranch Master Plan with the current zoning of R1-7 to remain. Five home sites are requested with access from Union Hills Drive. Case 793-PA-2017
9449 N 90th Street, suite 109--90th & San Victor request to change from Office to Mixed-Use Neighborhoods. Case 3GP-2018 Also to rezone to Planned Unit Development (PUD PCD).
4416 N. Miller Rd new wireless communication facility (WCF) on 27ft light pole
7142-7146 E. 1st Street-Canopy by Hilton Old Town request to approve the site and landscape plan and building elevations for a new hotel. This is the former AZ Real Estate School site.
Case 22-DR-2018 was approved by Development Review Board. It is scheduled for city council on July 2nd when it will also ask for a 47% parking requirement reduction.

What is the Progress on active projects?
HV91 SW corner N. 91st Street and E. Happy Valley Road This 20 acre desert land is currently zoned Rural 1-70 (one home on 70,000 sq. ft). The request is to change to R1-43 that designates one home one acre. The plan is for 17 lots. Planning commissioners approved it 5 to 0.
Don & Charlie’s Hotel 7501 E Camelback Road The former restaurant site has requested that the city abandon the 2,473 sq. ft. right-of-way segment along the curved intersection.
Estates on Hayden-Blandford Homes 34303 North Hayden Road The request is to rezone for amended development standards as one home per acre is not possible with the major wash that bisects the ten acres. Some clustering of the allowed 8 homes is needed to build and to preserve the natural desert areas. Case 5-ZN-2018
Boulder Ranch-NE corner of Jomax and 118th Street requested 51 lots on 77.58 acres with varying lot sizes because of the desert terrain. Development Review Board approved 6 – 0 Case 165-PA-2018
Palmeraie -SW corner Indian Bend Rd and Scottsdale Road is requesting site and landscape plan approval as well as building elevations for their 122,000 sq. ft. retail/dining space and 101,000 sq. ft. office space and a 150 foot spire on 12.4 acres. Case 18-DR-2018
Wolff Senior Living8225 E. Indian Bend Rd The 159 living units in 2 multi-level buildings and 8 one story buildings was approved by Development Review Board 6 to 0.
Hudson East 8340 E. McDonald Drive was approved for site plan and 2 story elevation for 18 units in 4 buildings by 7 to 0
