Office Max Plaza on the SW corner of Osborn Road and Hayden Road update:   COGS has, since the March COGS E-Newsletter was published learned that, in fact, no sale of the property as previously reported, has occurred.  The owner has initiated a process to rezone the property, only to maximize flexibility under the zoning statute. Although the Pre-Application Narrative requests the zoning change to create a 388-unit luxury multi-family community, there has been no application or plan submitted to demolish any current structure or to displace current tenants. No request for construction of housing units has been submitted.  Uncle Sal’s and other tenants appear not to be in any imminent danger of being bulldozed.







IMPORTANT City Council discussion and decision coming next week!

This coming Monday, April 15th beginning at 5pm, agenda # 10 (you can watch on Cox City Channel 11) the City Council will discuss a possible Bond Election for November 2019.  Scottsdale voters were informed in a series of community March open houses that included proposed project displays and city staff/experts present to explain and answer questions. Online feedback on each project was also encouraged. The original list of more than 90 projects was reduced to 67 potential capital projects that are currently not funded.  The total package discussion began at $450 million and is currently $350 million with the removal of some WestWorld facility and other projects. NO PROPERTY TAX increase will occur if this bond is passed as currently approved bonds will retire .    

Currently not allowed digital signs have been requested for Scottsdale Quarter, and similarly zoned 10 acre  plus parcels---meaning potentially Fashion Square, Scottsdale One and one other property. Research the details as Case 1-TA-2019. The applicant held two public open houses last week. COGS arrived at the one scheduled 6 to 7 pm at Granite Reef Senior Center at 6:50 pm and no developer team was present—empty room. Staff said they had left quite some time before our arrival. However reportedly 25 people found the room the next night at Scottsdale Quarter and voiced strong opposition to changing our city sign code. One COGS reader sent us this link to share commentary from a city that already uses digital signage.

Is the Scottsdale Noise Ordinance enforced? Is the problem that our decibel level defines violations as too high (at 68 dB) compared to other cities? Should a business be required to keep their sound WITHIN their own property boundary?  What is reasonable?

There is a strong movement in residential neighborhoods in northern and southern Scottsdale to petition to reduce the Noise Ordinance level from 68 dB to what other cities use—56 daytime and 45 nighttime (e.g. Paradise Valley). Some cities describe violations as “disturbs the slumber, peace and quiet or otherwise annoy”.  Ambient level is what is normal in a neighborhood—usually 48 dB to 52 dB. When dB increases by 10 you will perceive the source as TWICE as loud; a 20db increase from normal will be perceived as FOUR TIMES louder

Rental scooters, bikes …and now “miniature” motorcycles?
One company employee was caught recharging his load of electric rentals using city electrical outlets in the 5th Avenue area.  Complaints about unsafe electric scooter speeds on the sidewalks and darting in and out of traffic continue. According to US newspaper reports, more cities are banning them

Commercial Airlines are back to flying over Scottsdale and not using more remote landing/takeoff flight paths into Sky Harbor Airport. Scottsdale Council members Korte and Littlefield are actively trying to get those impactful (noisy) routes changed. Your support is needed! Attend any one of these meetings or send in your written comments.The Federal Aviation Administration has scheduled these three citizen input sessions:

  • Monday, April 22nd, from 5-8 p.m. at Desert Vista High School, 1640 S. 32nd St, Phoenix
  • Tuesday, April 23rd, from 5-8 p.m. at Pinnacle High School, 3535 E. Mayo Blvd., Phoenix

  • Wednesday, April 24th, from 5-8 p.m. at Cesar Chavez High School, 3921 W. Baseline Road, Laveen


Approved 5 to 2 vote (Littlefield and Whitehead dissenting): A proposed rezoning has passed the Scottsdale City Council, bringing more increased density in northern Scottsdale. The rezoning request of a 68.6-acre site on the NE corner of 118th Street and Ranch Gate Road changed the density  from 21 lots to the newly approved zoning potential of 53 lots but the owner states he plans to increase density to a 42 lot residential subdivision.

Continued 4-3 vote (Milhaven, Phillips, Lane dissenting). The existing On the Green at Troon North plat dedicated tract V for future development but access to the private White Feather Lane has created a dispute. It is a uniquely shaped 0.70 acre site currently zoned resort/townhouse residential and the owner wants to create a 4-lot residential final plat. This coming MONDAY, April 15th starting 5 pm, Agenda #9  the city council will bring the case back for decision with the hope that the negotiations between the HOA and Troon Eagles LLC will resolve the issue.

  • Near Miller Road and McKinley Street. Request by owner for variances to the City of Scottsdale Zoning Ordinance pertaining to the minimum separation between a main building and an accessory structure and the setback for an accessory structure.CASE 4-BA-2019

  • Near Rancho Vista Drive and 76th Place. Request by owner for approval of a Certificate of Appropriateness-Historic Resources for exterior modifications including a canopy above the carport and entry door, a patio in the front yard at an existing townhouse..CASE 9-HP-2019#2

  • Near 74th Street and Sunnyside Drive. Request by owner for approval of a Minor Amendment to the setback for an existing home CASE 3-MN-2019

  • Maricopa Association of Governments is working on the next long-range transportation plan.   • Loop 101 widening project The Arizona Department of Transportation has begun a project to widen and improve Loop 101 from Interstate 17 in Phoenix to Pima Road in Scottsdale.   • Traffic delays expected at 90th Street and Via Linda until May 2019 A Salt River Pima-Maricopa Indian Community construction project SE of the intersection of 90th Street and Via Linda will cause traffic restrictions and delays on 90th Street from Via Linda to Loop 101. Following are specific restrictions through Tuesday, May 7:
  • The westbound inside left turn lane on Via Linda will be closed at 90th Street.
  • 90th Street will be reduced to one lane in each direction between Loop 101 and Via Linda.

Veg Out! Scottsdale comes to Scottsdale Waterfront, April 13-14.
The Second Annual Veg Out! Scottsdale, a vegan beer and food festival, is Saturday and Sunday,  Considered the largest vegan festival in Arizona, the event kicks off 10 a.m. to 7 p.m. on Saturday and 10 a.m. to 5 p.m. on Sunday at the Scottsdale Waterfront, 7135 E. Camelback Road, Suite 165

League of Women Voters of Metropolitan Phoenix host a forum "Make Democracy Work" Sunday April 14th .
2:00 pm - 4 pm in the Burton Barr Central Library,   Pulliam Auditorium   1221 N. Central Avenue, Phoenix  85004.   A dynamic program is planned.  The speakers include Cronkite News Director, Vice Pres. and Co-founder of Tomorrow We Vote, Phoenix Mayor, NAACP Pres for East Valley, Social Justice Advocate-Citizen Navajo Nation, Member Black Mothers' Forum, ASU speaker from Congressman Pastor Center for Politics & Public Service, Smart Justice Organizer ACLU of AZ, AZ League of Conservation Voters and Capitol Times Assoc. publisher and editor.

Entertainment Extravaganza (free)  The annual Senior Variety Show is Wednesday, April 17th at 1 pm in the Scottsdale Center for the Performing Arts in Civic Center.   The performers are entirely seniors strutting their stuff for your pleasure. It has been a hit annually with most of the performers coming from the Granite Reef Senior Center.
